Oregon State Police The following statement was provided at this evening's news conference in Eugene.  Captain Kyle Kennedy, Oregon State Police I want to start by sending our heartfelt support to the community in West Richland, Washington, a community dealing with senseless tragedy. My prayer is their community will come together to provide support and strength during this grievous time. The conclusion of this search has been the culmination of the hard work and dedication of our law enforcement partners in Washington and Oregon, as well as federal contributors. Since the start, our goal has been simple—to bring Roman Santos home safely. We did it. Roman is in the care of Oregon officials. Last evening, the Oregon State Police issued an AMBER Alert at approximately 11:35 p.m. at the request of the Washington State Patrol. WATER RESCUE AT AMACHER PARK IN WINCHESTER

Douglas Co. Fire Dist. No.2 At 4:29 P.M. on Tuesday afternoon, units from Douglas County Fire District No. 2 were dispatched to the report of a fishing boat in distress near Amacher Park in Winchester.  Shortly after arriving, the crews located an aluminum boat with a single occupant that had become lodged in the rapids.  The Technical Rescue Team from Douglas County Fire District No. 2 established command, set up crews downriver for safety, and launched their paddle raft.  They were able to free the boat from the rapids without issue and no injuries occurred. REDMOND BURGLARY SUSPECTS ARRESTED - POLICE SEEK ASSISTANCE IN RECOVERING STOLEN PROPERTY

Redmond Police Dept. REDMOND, OR – On April 18, 2024, Redmond Police officers arrested 28 year old Redmond resident Michael Moran, and 25 year old Sister’s resident Christien Richardson. The arrest took place in the parking lot of Dairy Queen.  The pair were arrested on cases involving burglaries at La Frontera and the Redmond Tap House. La Frontera was burglarized four times with a large multitude of items stolen, and the Tap House was also a victim of theft.   Moran and Richardson were lodged at the Deschutes County Jail and charged with First and Second Degree Theft, Second Degree Burglary, and possession of Burglary tools. The Redmond Police are releasing photographs of Richarson and Moran and asking the public if they have purchased any items from the two. FATAL CRASH - INTERSTATE 5 - DOUGLAS COUNTY

Oregon State Police On Friday, April 19, 2024, at 7:58 p.m., Oregon State Police responded to a single-vehicle crash on Interstate 5, near milepost 146, in Douglas County. The preliminary investigation indicated a southbound Jaguar F-Pace, operated by Paul William Jordison (23) of Rochester (WA), veered off the right-hand shoulder of the roadway for unknown reasons. The Jaguar left the roadway, traveled airborne for approximately 100 feet down an embankment, and struck a tree approximately 15 feet above the ground level before falling to the base of the tree. The operator (Jordison) was declared deceased at the scene. Before the crash, the Jaguar was reportedly driving at high speeds. The highway was not impacted during the on-scene investigation. FIREFIGHTERS EXTINGUISH VACANT BUILDING FIRE

Eugene Springfield Fire Eugene, OR.  Eugene Springfield Fire (ESF) responded to a house fire at the intersection of N. Game Farm Rd and Old Coburg Rd in East Eugene  Saturday morning .  Arriving firefighters found smoke and fire from a boarded up and abandoned home.  The home had recently been determined unsafe during an inspection by Deputy Fire Marshals from the ESF Community Risk Reduction & Resilience Division.  In 2023 ESF initiated a new program where vacant and abandoned buildings are inspected and ordered boarded up & secured.  During these inspections, properties are declared Safe with a large green S, Caution with a large orange C or Unsafe with a large red U placard on the building.  In addition to inspection reports being available to responding crews, dispatchers are able to notify firefighters upon dispatch to a hazardous occupancy.  In this response firefighters were notified the property had been determined to be unsafe and they took necessary precautions in eng

BODY OF RACHEL MERCHANT-LY RECOVERED

Douglas Co. Sheriff's Office IDLEYLD PARK, Ore.  - The body of Rachel Merchant-Ly has been recovered from the North Umpqua River today.  On April 19, 2024, Douglas County Sheriff's Office Search and Rescue organized a large scale search in their ongoing efforts to locate 27 year old Rachel Merchant-Ly of Idleyld Park. Merchant-Ly was reported missing on Thursday, February 29, 2024, when she didn't arrive at Glide Elementary School where she worked as a kindergarten teacher. Later that morning, a Douglas County Sheriff's deputy located signs of a motor vehicle crash near milepost 41 on Highway 138E. On Friday, March 1, 2024, Merchant-Ly's vehicle was recovered from the North Umpqua River, but she was not found inside. YAMHILL COUNTY SHERIFF'S OFFICE MAKES MULTIPLE SEX CRIME RELATED ARRESTS

Yamhill Co. Sheriff's Office Yamhill County Sheriff’s Office patrol staff responded to a reported sex crime in the 200 block of NE Yamhill Street in the city of Sheridan.  A sixteen-year-old reported two adults provided the juvenile alcohol and marijuana and then engaged in sexual contact, on multiple occasions.  The investigation was turned over to the Special Investigations Unit (SIU) detectives.     On April 15, 2024, Yamhill County Sheriff’s Office SIU executed a search warrant at a residence in Sheridan.  During the warrant, detectives seized evidence pertinent to the case which corroborated the juvenile’s statements.  Two adults were arrested and are identified as Kevin Kemp (age 41) and Shannon Kemp (age 36).      Both Shannon and Kevin Kemp were lodged at the Yamhill County Jail on multiple charges including Sexual Abuse in the Second Degree, Contributing to the Sexual Delinquency of a Minor, Providing Liquor to Minor, and Allowing Consumption of Marijuana by Person Under 2

RADE SEARCH WARRANT NETS DRUGS, GUNS, U.S. CURRENCY -- 3 ARRESTED

Grants Pass Police Department On Thursday, April 18, around 9:00 AM,  members of the Rogue Area Drug Enforcement (RADE) team and the Drug Enforcement Administration (DEA) Medford Office executed a search warrant in the 1800 block of NW Burns Ave. in Grants Pass, Oregon. The search warrant revealed approximately four (4) pounds of fentanyl, approximately $35,000.00 U.S. currency in suspected illegal drug proceeds, thirteen (13) firearms (three were found to be stolen), over 12-ounces of methamphetamine, an ounce of cocaine, an ounce of Psilocybin mushrooms, and other controlled substances.   Brandon Ruppel (47 years old) and Laura Berry (52 years old) were transported and lodged in the Josephine County Jail for PCS Schedule II, MCS/DCS Controlled Substance within 1000’ of a School, and Felon in Possession of a Weapon.  An additional occupant of the residence, Jason Ruppel (50 years old) was cited and released on multiple drug crimes and firearms charges.                  Click Here To D

STRUCTURE FIRE ON CARROLL STREET IN WINSTON

Douglas Co. Fire Dist. No.2 At 1222 hrs on Thursday afternoon Douglas County Fire District No.2 and Winston-Dillard Fire District were dispatched to a reported structure fire on Carroll Street in Winston. The first fire crew to arrive on the scene took quick action to ensure that all of the occupants were out of the residence.  Fire crews were able to stop the spread of the fire in a timely fashion with the use of a single hose line.  Unfortunately, the contents of the house suffered significant damage. DCFD2 and WDFD responded to this incident with 2 fire engines, 1 ambulance and 2 command units with a total of 13 personnel. Crews were unable to determine a cause of the fire. Crews were assisted by Winston PD, Avista Gas, PP&L and Umpqua Valley Ambulance.                     Click Here To Download Our App

HISTORIC TIMBERLINE LODGE FACING FIRE

Clackamas Fire District At approximately 9:30pm, reports started pouring in that the attic of the historic Timberline lodge was on fire. Fire crews from Hoodland Fire, Clackamas Fire, Gresham Fire and Estacada fire are on scene to help protect the Lodge.  Currently, firefighters have a good knock down on the fire and are doing everything they can to preserve the historic assets that exist here. After an initial search, crews found that everybody had made it outside and were safe.  Employees of the lodge discovered the fire and called it in.  Hoodland Fire's Chief Scott Kline is thankful for all the assistance.                                   Click Here To Download Our App

MOTORCYCLIST DIES IN EARLY EVENING COLLISION

Salem Police Department At approximately 6:10 p.m. this evening, the Salem Police Traffic Team responded to a single-vehicle collision on the offramp of the Center Street Bridge involving a motorcyclist. The Traffic Team’s preliminary investigation indicates the rider of the motorcycle was traveling eastbound over the bridge. As the motorcyclist negotiated the sweeping right curve to proceed down the off-ramp, he lost control of the motorcycle and collided with the concrete barrier. The impact vaulted the rider across the barrier and approximately 30 feet down to the ground below the bridge. The driver is identified as 27 year old Mark Steven Sewell of Salem. Sewell was pronounced deceased at the scene. The southbound off-ramp to Front ST NE was closed for approximately two-and-a-half hours while the collision was investigated. To date in 2024, the Salem Police Department has responded to nine major traffic collisions resulting in nine deaths.                   Click Here To Download O

INCREASED FIREFIGHTER STAFFING SAVED A MAN'S LIFE

Clackamas Fire District On Wednesday, April 10, 2024, firefighters were dispatched to an initial report of a male trapped inside a vehicle that was in the river, and reportedly had exited the submerging vehicle and was in distress. Arriving first on scene, firefighters quickly put on their personal floatation devices and identified a male struggling in the water. Due to the immediate threat to the male’s safety, two firefighters jumped in to prevent him from drowning.  During the rescue efforts of the two firefighters in the water, the other two firefighters took throw bags to the nearest shore. The ropes from the throw bags landed right over the top of the three of them and the two firefighters on the shore were able to pull the rescuers and the male to safety. Upon their arrival on-scene, firefighters located and pulled the victim out of the water in 2 minutes and 44 seconds. Once out of the water, the male was treated and transported by American Medical Response to an area hospital.

Skeletal Remains Found in Rural Jacksonville Area, Detectives Investigating Suspicious Death

Jackson County Sheriff's Office JCSO Case 24-2046 RURAL JACKSONVILLE, Ore. – Jackson County Sheriff’s Office (JCSO) detectives are investigating a suspicious death after skeletal remains were discovered Sunday, April 14 outside Jacksonville in the Applegate area. JCSO detectives and medical examiners responded to investigate. The rugged terrain and remote area required JCSO Search and Rescue (SAR) to assist in recovering the remains. Due to the ongoing investigation, the exact location will not be released at this time. Investigators are working to identify the subject and the cause and manner of death. Due to the advanced stages of decomposition, state medical examiners will conduct additional testing. This case is under further investigation with detectives following additional leads. DEMONSTRATORS BLOCK INTERSTATE 5 IN LANE COUNTY- OREGON STATE POLICE

Oregon State Police At approximately 10:00 a.m., Oregon State Troopers responded to I-5 southbound at milepost 194 in Eugene to reports of protesters blocking the interstate. Protesters blocked all southbound traffic lanes near the Barlow Bridge.    Throughout the incident, demonstrators were given continuous lawful orders to disperse before dozens of people were arrested for disorderly conduct. At least one individual was discovered to be in possession of a firearm.   The interstate traffic was stopped for approximately 45 minutes. Southbound lanes are now open; however, law enforcement remains on the scene while observers continue to gather along the highway.    Oregon State Police supports an individual’s right to lawfully protest and express concerns over world events. However, today’s actions put Oregon’s motorists in danger as well as the protestors who blocked the roadway.   At this time, future comments will be limited due to the ongoing criminal investigations.
