OREGON STATE POLICE & LOCAL PUBLIC SAFETY AGENCIES WORKING SEVERAL MULTI-VEHICLE CRASHES ALONG I-84 BETWEEN PENDLETON AND LA GRANDE

Oregon State Police On February 21, 2022, at approximately 12:20 P.M.,  OSP was notified of a motor vehicle crash on Interstate 84 westbound between milepost 229 and 230 involving numerous motor vehicles. Responding officers were notified of additional crashes while they were arriving, and then once on scene, officers could hear crashes occurring behind them. Initial scene response revealed multiple motor vehicle crashes along an approximately one-mile-long stretch of the road involving passenger cars and commercial motor vehicles. The largest crash is estimated to involve between 15-20 cars and trucks.  Early estimation is that as many as 98 vehicles have crashed in the area.  Emergency medical responders from the surrounding areas have dispatched medical and fire personnel to the scene and are actively treating and transporting patients. RESIDENTIAL STRUCTURE FIRE - 872 W RAINBOW STREET - 2-20-22

Roseburg Fire Dept. At 6:24 p.m. on February 20, 2022, the Roseburg Fire Department was dispatched to a residential structure fire at 872 W. Rainbow Street. The fire was reported by residents of the duplex in front of the structure. Firefighters arrived on scene to find heavy smoke and flames showing from a residential structure located directly behind an existing duplex.  Upon investigation, firefighters found a fully involved structure that was impinging on the main duplex structure.  Firefighters extinguished the fire while stopping the fire from spreading to nearby residential structures.  The resident was able to safely exit the home without injuries. A total of 15 firefighters assisted with firefighting operations. Other agencies assisting with the fire included Douglas County Fire District #2, Pacific Power, Avista Utilities, and Umpqua Valley Ambulance. Grants Pass Police Department At about 2052 hours, a child, Jayva Highley, left her residence in the 300 block of NW ‘F’ Street in Grants Pass, Oregon. Jayva is thirteen years of age and was last seen on foot, and it is unknown where she was headed. Due to her age, Jayva is considered missing and endangered. Jayva is a white female juvenile, described as 5'06", 130lbs, brown hair, blue eyes, wearing a navy blue hooded sweatshirt, black leggings, and carrying a maroon backpack. JORGE ULISES SERRANO FOUND GUILTY IN RAPE CASE

Washington Co. District Attorney's Office HILLSBORO, Ore.- On February 18, 2022, a Washington County jury found Jorge Ulises Serrano guilty of first-degree rape and two counts of first-degree sodomy. Deputy District Attorney Nadya Martin prosecuted the case before Judge Ricardo Menchaca. In October of 2018, the victim, who was living out of state at the time, was alerted to a concerning video posted to a pornographic website. It depicted the victim engaged in sexual activity with an unidentified man. The victim had limited memory of the encounter and had no recollection that it was recorded.  The victim reported the video to police. Investigators found it and confirmed it depicted the victim. The video garnered more than 165,000 views.  In November of 2018, the victim received a friend request from a stranger via social media. She accepted the defendant’s request and he began messaging her. As the two communicated, the victim realized that she met the defendant when he worked ...

FATAL CRASH ON HWY 66-JACKSON COUNTY

Oregon State Police On Thursday, February 17, 2022 at approximately 11:45 AM, Oregon State Police Troopers and emergency personnel responded to a vehicle versus motorcycle crash on Highway 66 near milepost 2.  Preliminary investigation revealed an eastbound Chevy Equinox, operated by Taylor Emily Cranfield (25) of Seattle, WA, was turning left into a driveway, located near the crest of a hill. A Yamaha FSZ motorcycle, operated by Madrik Pergin Heatherstone (36) of Ashland, was traveling westbound and collided with the right front of the Chevy. Speed is being investigated as a contributing factor.  Madrik Pergin Heatherstone sustained fatal injuries and was pronounced deceased. Cranfield was not injured. Hwy 66 as closed for approximately 2 hours.  OSP was assisted by Jackson County Sheriff’s Office and ODOT.

LCSO CASE #22-950 -- DEATH INVESTIGATION

OSP TROOPERS SEIZED SUSPECTED METHAMPHETAMINE, HEROIN AS WELL AS OTHER ILLEGAL ITEMS- MALHEUR COUNTY

Oregon State Police On February 9, 2022, an OSP Trooper stopped a vehicle for a cell phone violation. The driver had a nationwide US Marshall's warrant for  Amphetamine sales. Additional indicators of criminal activity were observed, including loaded syringes of suspected methamphetamine. The driver was lodged on the warrant.   The next day, on February 10, 2022, OSP Detectives served a search warrant on the vehicle and located a loaded 9mm handgun, 645.5 grams of suspected methamphetamine, 104.7 grams of suspected heroin, 61 dosage units of Suboxone, $4955 in US Currency, and approximately 2.3lbs of marijuana. The driver was also a convicted felon.

RECOVERED STOLEN VEHICLE / MAIL THEFT / FRAUD

Sheriff's Office On Sunday 02/13/22, a Lane County Sheriff’s deputy patrolling Marcola Rd. spotted a truck that matched the description of one that had been recently stolen from the Junction City area.  The deputy turned behind the truck and activated his emergency lights as the truck turned into a driveway on Old Mohawk Rd.  The deputy was able to confirm that the truck was the stolen truck from Junction City and took the driver, 35 year old Rickey Lee Drummond Jr., into custody.  In the truck the deputy discovered stolen property including mail, identification and checks from over 35 different victims spanned across the counties of Lane, Linn, Benton, and Marion.  Some of the checks appeared to have been fraudulently altered. The investigating deputy has been in contact with many of the victims and developed additional probable cause to arrest Drummond for charges related to the stolen mail and altered checks. Oregon State Police On February 12, 2022, at approximately 3:30 pm, Troopers were dispatched to a reported vehicle vs. pedestrian collision located on Interstate 5 northbound to Beltline Hwy. A preliminary investigation revealed a female driver came across a mattress blocking a lane on the flyover. She turned on her hazard lights and removed the mattress from the roadway. As she walked back to her vehicle, a red pickup came around the corner at a high rate of speed and struck the pedestrian. The suspect, described as an elderly white male, stopped approximately 50ft from the crash scene, walked back to the victim, and saw her laying on the ground. He then ran back to his red truck and fled the scene. The pedestrian suffered extensive injuries as a result of the collision. SERIAL ARSONIST SETTING DUMPSTER FIRES IN GRANTS PASS

Grants Pass Police Department Grants Pass, Ore. – The Grants Pass Police Department is asking for the public’s assistance in identifying a serial arsonist who set numerous dumpsters ablaze in the area of Grants Pass Parkway and NE Beacon Drive Sunday evening and Monday morning. The male suspect, who was captured on surveillance video from one of the neighboring businesses, is described as a white male adult wearing a blue jacket and orange camouflage pants. Firefighters from Grants Pass Fire and Rescue were able to contain and extinguish the fires inside the dumpsters without damage spreading to adjacent buildings. Anyone having information related to the identification of the arsonist is asked to contact the Grants Pass Police Department at 541-450-6260 and refer to case #22-6896.

Both are in good health and will be transported back to Springfield. Involved Vehicle: OR Plate #831CRQ – 2006 Dodge Dakota PU (White) 79 year old Deanna Larson was last observed on Sunday 02/13/22 at her residence near Clearwater Boat Landing in Springfield. Larson departed her residence at approximately 10:30am in her white 2006 Dodge Dakota pickup.  Larson was last seen wearing blue sneakers, jeans and an unknown color long sleeve shirt.  She had a small white dog with her when she left.  Larson has dementia and requires blood pressure medication. It is not typical for her to be away from home for any extended period of time.  It is possible that she was spotted in the Lowell area on Sunday afternoon. Oregon State Fire Marshal Memorial Procession Route  Information As part of the memorial service to honor St. Paul Firefighter Austin Smith, a procession of emergency vehicles and personnel will travel from Woodburn, Ore. to St. Paul, Ore. on Saturday, February 12, 2022. The team coordinating the memorial service is anticipating around 400 hundred emergency vehicles from fire, EMS, and law enforcement agencies from around the state and neighboring states. Closures will be in place, and we anticipate that traffic will be impacted for several hours. OSP TROOPERS APPREHEND CARJACKING SUSPECT AFTER PURSUIT- LANE COUNTY

Oregon State Police On February 10, 2022, at about 9:20 am, Oregon State Police Troopers at the Salem Area Command were sent information from Woodburn Police Department regarding an attempt to locate a stolen BMW SUV.  The suspect had used physical force to steal the vehicle in the Woodburn area.  Probable cause existed for Robbery and Unlawful Use of a Motor Vehicle.   The vehicle was located near milepost 256 southbound in Salem.  Troopers attempted to stop the involved vehicle and a pursuit ensued.  The pursuit traveled from I-5 southbound near milepost 244 to milepost 228 where exited and then went northbound on I-5.  The vehicle again exited at milepost 233 and then went southbound on I-5 again.  Spike strips were deployed successfully at milepost 209.   The vehicle continued southbound before the passenger side tires went flat.  The vehicle continued southbound on the passenger side wheels until a Springfield Area Command used his patro...

FATAL MOTOR VEHICLE CRASH 02/09/22

Josephine Co. Sheriff's Office   On February 9, 2022 at 5:25 PM, Deputies with the Josephine County Sheriff’s Office, Rural Metro Fire Department and AMR responded to a single vehicle crash in the 4900 block of Fish Hatchery Road.  The vehicle was found upside down in Cheney Creek.  Initial investigation shows the vehicle failed to negotiate a curve, struck the end of the bridge guardrail and landed upside down in the creek.  Rural Metro personnel determined the driver of the vehicle, Kim Clayborn Ray Jr., was deceased. Deputies were assisted by Josephine County Animal Control who picked up two dogs and transported them to the Josephine County Animal Shelter. On Wednesday, February 9, 2022, at around 7:00 p.m., Washington County Sheriff’s Office deputies responded to a report of a missing person named Charles Witham in the Buxton area of unincorporated Washington County. Witham, age 75, has been missing since the morning of the 9th when his home on NW Fisher Road, near Highway 47, was found unsecured by a friend.  Witham is described as 5’04”, 150 lbs., with blue eyes and gray hair. He was last seen wearing a flannel shirt and blue jeans. He may be driving a silver Chevy van with Oregon plates: 561 HYW. GRANTS PASS PD K9 MATCH AND ROGUE RIVER PD ASSIST RADE DETECTIVES IN ARRESTING MAN FOR NARCOTICS

Grants Pass Police Department Grants Pass, Ore. - During the late night hours on February 09, 2022, Detectives with the Rogue Area Drug Enforcement (RADE) Team, with the assistance of the Grants Pass Police Department narcotics detection K9 Match and the Rogue River Police Department, arrested Derek James Williams, a 44-year-old male, for narcotic related offenses. RADE had been investigating Williams for approximately 2.5 months from the time he was released from prison. During this incident, officers initiated a traffic enforcement stop of Williams, but he attempted to elude police officers in his vehicle. Williams was eventually apprehended in the 900 Block of Broadway Street in Rogue River after driving his vehicle off a steep embankment. During the short pursuit, Williams attempted to discard large quantities of narcotics out the window of his vehicle. At the end of the pursuit, K9 Match was utilized to locate the narcotics. Grants Pass Police Department At about 1700 hours, two children (Isaiah Diffie and Damion Hernandez) left their residence in the area of Doneen Lane and Webster Road in Grants Pass, Oregon. Isaiah is 11 and Damion is 9. The two left the residence on foot and it is unknown where they were headed. Due to their ages, they are considered missing and endangered. Isaiah is a Hispanic male juvenile, described as 5'4", 200lbs, brown hair, brown eyes, wearing a black sweater and black pants. Damion is a Hispanic male Juvenile, described as 4'0), 70lbs, brown hair, brown eyes, wearing a black sweater and blue jeans. MULTIPLE FATAL CRASH ON HIGHWAY 99

Benton Co. Sheriff's Office CORVALLIS, Ore.  – On February 8, 2022, at 2:15 in the afternoon, deputies from the Benton County Sheriff’s Office responded to a crash on Highway 99W, approximately four miles north of the City of Monroe, Benton County.   An unloaded Kenworth log truck was traveling north on Highway 99W. A 2008 Honda Civic, traveling south, went into the northbound lane for unknown reasons, crashing head-on into the log truck. All three occupants in the Honda were pronounced deceased at the scene. The log truck driver, Thomas Boquist, from Tillamook, was not injured and is cooperating with the investigation.   The Benton County Crash Team investigated the crash with help from ODOT, Monroe Fire Department, and the Corvallis Fire Department.    Fatalities include:   the driver was female Shelene Lenore Parrish, 49 years old, from Junction City, Oregon; the front right female passenger, Laynette Marie Taylor, 51 years old, from Junction City, Orego...
