FATAL VEHICLE INCIDENT - COOS COUNTY

  Oregon State Police On Monday, March 22, 2021 at approximately 7:40 P.M., Oregon State Police Troopers and emergency personnel responded to an incident involving a vehicle on Whiskey Run Beach near Bandon, OR. Preliminary investigation revealed a Mercury Mountaineer, operated by Jerry Garrett (46) of Coos Bay, was being operated on Whiskey Run Beach with the passenger, April Garrett (43) of Coos Bay, on the roof of the vehicle.  April Garrett fell off the vehicle, sustained fatal injuries and was pronounced deceased. OSP was assisted by the Coos County Sheriff's Office, Bandon Police Department, Bandon Fire Department, and Bay Cities Ambulance. Investigation is continuing.

LANE COUNTY SHERIFF'S OFFICE SEARCHING FOR SUSPECT IN NORTH LANE COUNTY

  Lane Co. Sheriff's Office The Lane County Sheriff’s Office is currently on-scene at a property on Hall Road in northern Lane County following a call regarding a possible homicide.   There is an active search for an adult male suspect being conducted in that area.   The suspect is a white male in his 50s who stands about 6 feet tall, medium build with short gray hair. He may be wearing glasses, a red jacket and brown pants.   Residents in the area have been asked to shelter in place while law enforcement officers continue their search.   Drivers should not stop to pick up any hitchhikers in the area or along Highway 36.   No further information is available at this time.  

SINGLE VEHICLE CRASH

Coos Bay Police Dept On 03/22/21, at 0327 hours, the Coos Bay Police Department dispatch center received several 911 calls reporting a vehicle crash.  One of the reporting parties stated the crashed vehicle was in their yard.  Medical personnel and law enforcement were immediately dispatched to the scene at 1180 Ocean Ct.   Just prior to the 911 calls, a Coos Bay Police Officer had observed a vehicle traveling eastbound on Ocean Blvd at a high rate of speed; however, the officer was traveling westbound and lost sight of the vehicle as he turned his patrol vehicle around. Officers were later able to determine that this was the same vehicle observed.   Officers arrived at the crash scene at approximately 0331 hours and located the vehicle laying on its roof in a yard.  The officers discovered the driver of the vehicle was trapped inside the vehicle and was badly injured.  The driver, later identified as Victor Chavez, of Coos Bay was unconscious and...

Lebanon Man Arrested on Sex Charges

 Lebanon Police Dept. On Sunday, March 21, 2021, at approximately 12:29 PM, Lebanon Police Department officers arrested Lebanon resident Cody Lamar Baker (DOB 03/20/2001) for multiple sex crimes related to inappropriate contact with an underage female.  Baker  was taken into custody at the Lebanon Justice Center without incident. Baker was charged with Rape in the Third Degree, Sodomy in the Third Degree, Sex Abuse in the Second Degree, Contributing to the Sexual Delinquency of a Minor, Encouraging Child Sex Abuse in the Second Degree, and Tampering with Evidence. Baker was transported to the Linn County Jail, where he was lodged on these charges.                Baker’s arrest is the result of an investigation that stemmed from a report that he had inappropriate contact with an identified, underage female subject who was known to Baker. GRESHAM POLICE ARE INVESTIGATING A SUSPICIOUS DEATH AS HOMICIDE

  Gresham Police Dept Gresham, Ore.— On March 18, 2021, at 2:53 p.m., Gresham Police received information about a deceased person at 16431 NE Glisan St.  Officers arrived and found 58-year-old Gresham resident, Mark Lawrence Whitaker, deceased.  His family has been notified.       43-year-old Lewis Monroe Phillips of Gresham was arrested and booked into the Multnomah County Detention Center on charges of Murder in the second degree and Abuse of a Corpse in the first degree.    No additional information is available at this time.

  Clackamas Co. Sheriff's Office The Clackamas County Sheriff’s Office is investigating a double homicide following a shooting in unincorporated Clackamas County. Photos/video are attached. On Saturday March 20, 2021, at about 11:13 p.m., Deputies from the Clackamas County Sheriff’s Office were dispatched to the report of a shooting at the Reflections apartment complex located at 8800 SE Causey Loop in unincorporated Clackamas County near Happy Valley.  Deputies received additional information while responding that two people had been shot inside an apartment.  The suspect was seen fleeing the location on foot.    Deputies arrived within minutes to check for the suspect and render aid to the victims.  Both of the victims were deceased when deputies arrived. REGISTERED SEX OFFENDER ARRESTED ON 12 NEW COUNTS OF SEX CRIMES

  Grants Pass Dept. of Public Safety On March 18, 2021, Detectives with the Grants Pass Department of Public Safety (GPDPS) and Oregon State Police (OSP) arrested 42-year-old David Manning Koger on 12 counts of felony sex crimes. Koger, a registered sex offender, is reported to have subjected the victims to sexual contact on multiple occasions. Both victims were under 12 years of age at the time of the incidents. This investigation began in February 2021 with a report to GPDPS of sex offenses which occurred between 2013-2015. OSP became involved when it was discovered the incidents had occurred both in and outside the city limits of Grants Pass. Detectives were also assisted by the Children’s Advocacy Center, Department of Human Services, and Josephine County Community Corrections. UPDATE - DEATH INVESTIGATION - LINCOLN COUNTY

  Oregon State Police Oregon State Police investigators have received and investigated more than 180 tips from the public, law enforcement partners and the National Center for Missing and Exploited Children.  Using available dental records, field contacts, and other investigative techniques, investigators have been able to exclude 61 individuals from being the child whose remains were recovered.  Investigators are still actively working to identify the deceased, and reviewing information regarding missing children which changes and is updated frequently.  Several different investigative efforts are underway, including DNA analysis.  With the assistance of the Oregon State Medical Examiner’s Office, DNA has been extracted, and is awaiting analysis.  This analysis is expected to provide investigators additional information regarding the race, origin, eye color, and other genetic details that may help lead to her identity.  A sketch with the updated race ...

SUBJECT ARRESTED FOR MANUFACTURING AND POSSESSION OF A DESTRUCTIVE DEVICE - JACKSON COUNTY

  Oregon State Police On March 18, 2021 the Oregon State Police Explosives Unit in conjunction with the Medford Police Department served a search warrant on a residence in the 1100 block of Char Way, in Medford, Oregon. This was the result of an ongoing investigation related to multiple reports of explosions across the Rogue Valley.  Investigators from the Oregon State Police and the Medford Police Department identified a suspect and during the search of the residence located numerous items relating to the manufacturing of destructive devices.  Brian Lighthill (23) was arrested and lodged in the Jackson County Jail. Lighthill was charged with 23 counts of Manufacturing of a Destructive Device and 9 counts of Possession of a Destructive Device.

FATAL HOUSE FIRE IN FAIRVIEW UNDER INVESTIGATION

Sheriff's Office On Thursday, March 18, at approximately 6:21 a.m., the Multnomah County Sheriff’s Office received multiple reports of a house fire in the 20100 block of NE Interlachen Lane in Fairview. MCSO Deputies, Gresham Police officers and Firefighters with the Gresham Fire Department responded. A Gresham Police Officer arrived on scene within minutes, at approximately 6:23 a.m. and saw a woman was trapped on an elevated balcony. The Gresham officer sprang into action, using a ladder he found on the property to rescue the woman. An off-duty Portland firefighter assisted in the rescue effort. The woman was not injured. The woman indicated an elderly man was still inside. Responders attempted to locate the man, but were unable to get to him because of the thick smoke and rapidly spreading flames.   Douglas Interagency Narcotics Team (DINT) In the evening hours of Wednesday, March 17th, 2021, detectives with the Douglas Interagency Narcotics Team (DINT) arrested two individuals from southern California for various drug crimes.  This was the culmination of a long term investigation that has been ongoing for several months.  A traffic stop was initiated on Wecks Road near Pacific Highway near Myrtle Creek, Oregon.  Drug detection K-9 "Trapper" was applied to the vehicle and used his talents in the search for controlled substances.  After checking out the vehicle, Trapper gave an alert indicating the presence of controlled substances.   A search of the vehicle revealed approximately 4 pounds of methamphetamine and approximately 1 ounce of heroin.     Both occupants of the vehicle were arrested.  42 year old Mark Scherer of Roseland, Ca was arrested and lodged at the Douglas County Jail where he was charged with Unlawful Pos...

GRESHAM POLICE INVESTIGATING HOMICIDE WITH UNIDENTIFIED VICTIM

  Gresham Police Dept Gresham, Ore.— On March 15, 2021, Gresham Police received a call about a person who was down on the ground and appeared to be deceased in a wooded area near SE Hogan Road and the Springwater Trail. Police and medics arrived and determined that the victim was deceased and had likely been there for a day or two. The victim, described as a white male with shaggy brown hair and beard, had no identification on him. He is around 5-feet-6-inches tall and weighs approximately 160 pounds, and is likely in his 30’s. He has several distinctive tattoos, some of which are included in this release. PEDESTRIAN STRUCK BY VEHICLE ON SILVERTON ROAD; DEPUTIES INVESTIGATING

Sheriff's Office Correction:  The original release provided conflicting information with regards to the pedestrians medical status.  Tragically after being hospitalized since March 15th, they died as a result of their injuries earlier today, March 17th. On Monday, March 15th, 2021, at 2:13 p.m., deputies responded to Silverton Road NE at Brown Road NE where a pedestrian was reported to have been struck by a vehicle.  As first responders arrived on scene, the 50 year-old pedestrian was found in the roadway with serious injuries.  Medics from the Marion County Fire District transported the pedestrian to a local hospital. FIRE INVOLVING HAZARDOUS MATERIALS DESTROYS BUSINESS

  Forest Grove Fire & Rescue This afternoon at 1:30, Cornelius Firefighters were dispatched to a reported fire in the 500 block of N 4th Avenue, the business is Thunderbolt Racing Fuel and Summit Foods. Initial reports were that a fuel tank was on fire at a facility that makes ethanol racing fuel. Crews arrived minutes later to find heavy amounts of smoke and fire coming from the fuel processing and storage area of the property. A second alarm was immediately called for to bring in additional crews. Crews initially started to pull hose lines to begin extinguishment. But due to explosions and erratic fire conditions, incident command made the decision to pull all crews back to a safe distance. At this time, we worked with law enforcement to start evacuating local residents (approximately 80 homes) and businesses, as well as a busy Walmart. MAN ARRESTED AFTER SHOOTING AT HALLUCINATIONS

  Salem Police Dept. Salem, Ore.  — On March 9, 2021, at approximately 3:00 p.m. Salem Police officers responded to the 900 block of Norway ST NE on reports of a man shooting a gun in the backyard of a residence. The man then left the area in a vehicle. Officers located the vehicle and detained the man, Martin Abrego, age 27 of Salem. While on-scene, officers noticed the smell of natural gas near the residence. They cordoned off the area and asked for assistance from the Salem Fire Department. Once fire fighters arrived, the gas to the residence was turned off and the residence and surrounding property were checked for injured people. No injured people were found. Detectives responded to the location to assist with interviews and evidence collection. Eventually it was determined Abrego was possibly under the influence of narcotics and hallucinating. UPDATE: MISSING WOMAN'S BODY FOUND IN HAGG LAKE

  Washington Co. Sheriff's Office On Friday, March 12, 2021, just after 2:30 p.m., a boater found a woman’s body in Henry Hagg Lake near Boat Ramp C. Deputies identified the body as 38-year-old Tara Callahan, who had been missing since February 5 in the same area. Ms. Callahan’s body was taken to the Oregon State Medical Examiner’s Office. On Saturday, March 13, an autopsy was performed and the Medical Examiner’s Office ruled Ms. Callahan’s death a suicide.

OSP TROOPER COLLIDES WITH WRONG WAY DRIVER ON INTERSTATE 84 - BAKER COUNTY

  Oregon State Police On Friday, March 12, 2021 at 1:59 P.M., Oregon State Police Dispatch received a report of a wrong way driver on Interstate 84 near milepost 342. The reporting party saw a silver sedan driving westbound in the eastbound lanes. Troopers responded to the area in an attempt to locate the wrong way driver. At 2:04 P.M., a Senior Trooper located the wrong way driver just prior to colliding with it eastbound on Interstate 84 at milepost 327. The driver of the suspect sustained minor injuries and was transported to the hospital for treatment and evaluation. The Senior Trooper was evaluated at the hospital and was released. The suspect was arrested on charges of Attempted Assault II, Reckless Driving and Reckless Endangerment and lodged at the Baker County Jail.  OSP was assisted by the Baker County Sheriff’s Office, Oregon Department of Transportation and the Baker City Ambulance Medical Personnel. 

Daniel Dyer's Body Recovered

 On March 7, 2021 at about 8:17 PM, the Coos County Dispatch Center received a 911 call from near the area of Doerner For Trail outside of Myrtle Point off Burnt Mountain. The caller, 23 year old Hailey Huckabee of Roseburg, reported her boyfriend 33 year old Daniel Dyer had slipped on some rocks and fell into the creek near the falls at approximately 4:15 PM. Hailey tried to help Daniel out of the water and fell in herself. Daniel pushed Hailey back towards the shore where she was able to climb out of the water. Hailey reported she did not see Daniel after she got out of the water. Hailey was extremely wet and lost her shoes in the water.   Hailey hiked nearly four and a half miles barefoot to locate enough cell signal to call 911. Deputies were dispatched to the area and located Hailey at about 10:15 PM. Hailey was experiencing hypothermia and had several injuries to her feet. ARREST MADE FOR POSSESSION OF CHILD PORNOGRAPHY

Sheriff's Office Arrested:  Peter Bryant Hiatt, 72 year old male, Bend (Cloverdale), OR Charges:  Encourage Child Sex Abuse I (59 counts) Encourage Child Sex Abuse II (10 counts).   In February 2021 the Redmond Police Department took a report regarding the possession of child pornography. During their investigation they wrote a search warrant for a computer belonging to Peter Hiatt. They also determined all of the crimes were committed within the jurisdiction of the Deschutes County Sheriff’s Office. The case was forwarded to Deschutes County Sheriff’s Office detectives. A DCSO digital forensic detective conducted a forensic examination of the computer and found numerous photographs of child sex abuse. 59 of the photographs are known to the National Center for Missing and Exploited Children (NCMEC).   DCSO JAILVIEWER 133.310 - VIOLATION OF RESTRAINING ORDER 164.354 - CRIMINAL MISCHIEF 2ND DEG Child Neglect ll  CASE  #:  211099 Officer responded to Fred Meyer regarding a report of two juveniles left alone inside of a vehicle in the parking lot. Once on scene, the officer located the above mentioned children (ages 7 and 3) left unattended inside of a vehicle. The father, Jason Spradley exited the store a short time later. Jason told me he did not think it was an issue for the children to be left in the vehicle and did not see the dangers.

FORMER DEEP CREEK ELEMENTARY SCHOOL PRINCIPAL FACES CHILD SEX-ABUSE CHARGES

  Clackamas Co. Sheriff's Office A former Deep Creek Elementary School principal faces multiple charges of child sex abuse involving four former students. Jeffrey Hays  was the principal at Deep Creek Elementary from 2005-2009 in the Gresham-Barlow School District. Hays left Deep Creek Elementary in 2009 and became Executive Director at the City View Charter School in Hillsboro. He is now retired. A Clackamas County Grand Jury returned an indictment of Hays on Monday, March 8, 2021. The Pacific Northwest Violent Offender Task Force (PNVOTF) arrested Hays at his north-Portland residence on Thursday, March 11, 2021. BARRICADE INCIDENT

  Grants Pass Dept. of Public Safety On Thursday, March 11, 2021 at 11:38 am, the Grants Pass Department of Public Safety received multiple 911 calls reporting a disturbance at 1414 Parkdale Dr in which a female was thrown to the ground and assaulted by a male subject. Additionally, the male was reported to be trying to gouge out the female's eyeballs.  When officers arrived on scene, the disturbance appeared to be over and the male suspect, identified as Anthony Paris Alberts, was standing outside. Officers quickly determined they had probable cause that an assault had occurred and told Alberts he was under arrest. Alberts responded by locking himself inside the residence and refusing to come out.  Upon further investigation, officers learned that Alberts had attacked the victim, who was a friend of his mother's, in the driveway.  Alberts picked up the 63-year-old woman and slammed her into the ground before striking her and trying to gouge her eyes o...

FATAL CRASH IN IDLEYLD PARK THURSDAY MORNING

Sheriff's Office IDLEYLD PARK, Ore.  - A 30 year-old Glide woman died in a single vehicle crash on Rock Creek Road Thursday morning.  On March 11, 2021, at 2:00 am, 911 dispatchers received a report of a single vehicle crash in the 300-block of Rock Creek Road. When deputies arrived, they located a 2004 Toyota Tacoma approximately 40 feet off of the roadway and on its side.  The driver, 30 year-old Kandra Lace Stonesifer of Glide, was pronounced deceased at the scene. The passenger, 32 year-old Lora Jo Stonesifer also of Glide, sustained significant injuries and was transported to the hospital. She was later treated and released at Mercy Medical Center.  Kandra was not wearing her seatbelt at the time of the crash. Lora was properly restrained in the vehicle. Alcohol is believed to be a factor. MAJOR CRIMES ACTIVATED TO OFFICER INVOLVED SHOOTING IN REEDSPORT

UPDATE: REEDSPORT, Ore. - The Douglas County Major Crimes Team is continuing its investigation into the officer involved shooting incident which took place on Tuesday, March 9th, 2021 in Reedsport. The suspect in the incident has been identified as 30-year-old David Robert Ruozi Jr. Ruozi had been identified by Springfield Police Department as the suspect in the homicide of Richard Marshall. Over the course of several days leading up to the traffic stop and subsequent officer involved shooting, Springfield Police Detectives had been in several coastal towns searching for Ruozi. On March 9, 2021, at approximately 5:43 p.m. law enforcement conducted a traffic stop. During the course of the traffic stop, Ruozi became hostile and it became apparent he was armed.
