District Attorney's Office  - 11/20/18  Today, Multnomah County District Attorney Rod Underhill announced 29-year-old Robert Lee West pleaded guilty to manslaughter in the first degree constituting domestic violence and kidnapping in the first degree constituting domestic violence. The change of plea occurred before Multnomah County Circuit Court Judge Christopher A. Ramras. West was booked into the Multnomah County Detention Center on October 2, 2017 following the death of Lila Streeter. During the investigation, law enforcement learned that Ms. Streeter and the defendant were married. According to a probable cause affidavit, on October 2, 2017, officers with the Portland Police Bureau responded to a residence in the 17200 block of Southeast Alder Street in Portland, Oregon to conduct a welfare check on Ms. Streeter. Portland Police Bureau  - 11/20/18 9:11 PM The victim located during a homicide investigation that began on Monday, November 19, 2018, under the Morrison Bridge has been identified as 70-year-old Carol L. Horner, of Portland, Oregon. The victim located during a homicide investigation that began Tuesday, November 20, 2018, on the Burnside Bridge has been identified as 51-year-old Brian E. Hansen, of Vancouver, Washington. The Oregon State Medical Examiner's Office has informed Portland Police Bureau Homicide Detail detectives that both victims dies of homicidal violence as a result of gunfire. Teen Arrested for Stabbing

Linn County Sheriff's Office  - 11/20/18  Linn County Sheriff Jim Yon reports on November 18, at 8:30 p.m., his deputies responded to a reported stabbing at a residence on Center Street in Lebanon. The investigation revealed a juvenile from Lebanon was involved in an altercation with Benjamin Saul Williams, 36, of Lebanon. During the altercation, the juvenile stabbed Williams several times with a knife.  Williams, who was not armed during the altercation, received life threatening stab wounds to his left side.  He had an additional small stab wound near his shoulder.    Williams was transported to Good Samaritan Hospital in Corvallis, where he was listed in fair condition. The juvenile was transported to Linn Benton Juvenile Detention where he was lodged for Attempted Murder. The investigation into this incident is ongoing.

Officers Arrest Suspect in Monday Night and Tuesday Morning Homicide Investigations

Portland Police Bureau  - 11/20/18  On the evening of Monday, November 19, 2018, Central Precinct officers and detectives with the Portland Police Bureau's Homicide Detail started an investigation regarding the death of an adult female who was located under the Morrison Bridge near Southwest 1st Avenue. At 12:33 a.m., Tuesday, November 20, 2018, Central Precinct officers and detectives with the Homicide Detail responded to the mid-span of the Burnside Bridge to investigate the death of an adult male. A deputy medical examiner with the Oregon State Medical Examiner's Office responded to both crime scenes and presumptively determined both people died as a result of homicidal violence. Based on evidence located at the separate crime scenes, investigators believe both victims suffered gunshot injuries. One fatality in two vehicle crash near Cave Junction - Josephine County

Oregon State Police  - 11/20/18  On Monday November 19, 2018, at about 3:22PM, Oregon State Police and emergency personnel responded to a two vehicle crash on  Hwy 199 near milepost 30.5, south of Cave Junction, in Josephine County. Preliminary investigation revealed that a white 1993 Chevy S10 Blazer, operated by Evelyn Parmerlee (89) of Cave Junction, was traveling south on Hwy 199. Parmerlee attempted to turn left onto Pinewood Way when her vehicle crashed head-on with a brown 1988 Ford Bronco II, operated by Michael Finley II (54) of Cave Junction. Parmerlee suffered fatal injuries and was pronounced deceased on scene. Finley and his passenger, Rachel Lawson (44) of Cave Junction were transported by AMR ambulance to Three Rivers Medical Center with serious injuries. Suspicious Circumstance Led To Death Investigation

Beaverton Police Dept.  - 11/19/18  On November 17, 2018 at 8:45 p.m. Beaverton Police officers were called to 12120 SW Allen Blvd regarding a suspicious circumstance. Officers arrived and spoke to several people staying at the house.  A deceased body was located at the residence.  The body was taken by a state Medical Examiner and an autopsy is scheduled for today, November 19th.  At this time, a positive identification and a cause of death has not been determined. A forensic team from the Oregon State Police assisted Beaverton Police detectives with processing the residence.  Beaverton Police detectives do not believe there is any danger to the public regarding this incident. Man Arrested For Assaulting Woman, Setting Her Apartment on Fire

Sheriff's Office  - 11/19/18 On November 14, 2018, at 5:23 p.m., Washington County Sheriff’s Office deputies and Tualatin Valley Fire and Rescue (TVF&R) responded to a fire at an apartment at the Westridge Meadows apartments at 18476 NW Chemeketa Lane in Bethany. The first deputies on scene found a woman and her mother outside their apartment and both of them were taken to the hospital for smoke inhalation. During the fire, the woman’s dog was able to escape but her pet parrot was killed. The fire heavily damaged their apartment and two other units had water damage, but everyone else in the building was able to escape without injury. Detectives determined the fire was set intentionally and the suspect, 29-year-old Richard Parrish of Vancouver, Washington, was seen fleeing the scene right after the fire. Oregon State Police  - 11/19/18  Oregon State Police Fish and Wildlife Troopers are asking for the public’s assistance in locating and apprehending the person(s) responsible for shooting a bull elk on the evening of Friday, November 16, 2018 in Jackson County. Preliminary investigation revealed that the elk was shot and partially cut up off of South Fork Little Butte Creek Road about 2 miles from Lake Creek. A vehicle of interest is a dark colored SUV that was observed in the area around 9:15 pm on that evening after rifle shots were heard.  Anyone with information about this or any other vehicles or individuals seen in the area on or about the timeframe listed is asked to call with information. Douglas County Search and Rescue Deployed to Paradise, California

Sheriff's Office  - 11/19/18  ROSEBURG, Ore.  - Twelve members of the Douglas County Sheriff's Office Search and Rescue have been deployed to Paradise, California to assist in the recovery efforts.  The Sheriff's Office received a request through CORSAR (California Oregon Regional Search and Rescue Task Force) to provide assistance for duration of Monday through Wednesday. Douglas County's team, supervised by Search and Rescue Deputy Brian Melvin, left Sunday afternoon. The team is comprised of four vehicles, 11 volunteers and one paid deputy. Suspect Arrested During Saturday Night Carjacking Investigation

Portland Police Bureau  - 11/18/18  On Saturday, November 17, 2018, at 8:42 p.m., officers assigned to North Precinct and the Tactical Operation Division's Gang Enforcement Team responded to the report of a carjacking in the 15700 block of Northeast Beech Street. Officers arrived in the area of the reported incident and contacted the victim. Upon contacting the victim, officers observed the victim was injured. Emergency medical personnel responded to the scene, provided the man medical aid and transported him by ambulance to an area hospital for treatment of what was believed to be a non-life-threatening injury. As officers continued the investigation, they learned three people reportedly arrived at the victim's motorhome and robbed him of multiple items, including keys to a 2004 black Lincoln Navigator. Fatal Motorcycle Crash on Happy Valley Road

Douglas Co. Sheriff's Office  - 11/18/18  ROSEBURG, Ore. -  On Saturday, November 17, 2018, a 9-1-1 call was received reporting a motorcycle crash in the 4700-block of Happy Valley Road.  Emergency personnel were dispatched to the scene. The operator of the 1980 Harley Davidson, 40 year-old Roseburg resident Matthew Ryan Cordell, was declared deceased at the scene by paramedics.  The investigation indicates that Cordell was traveling west on Happy Valley Road when he failed to negotiate a corner. The motorcycle left the roadway and struck a culvert and mailbox. Cordell was wearing a helmet at the time of the crash.  The crash is still under investigation. Peaceful Ending to Armed Standoff Following Pursuit

Sheriff's Office  - 11/18/18  ROSEBURG, Ore. -  A man is in custody in the Douglas County Jail following a vehicle pursuit which resulted in an armed stand-off in the Green District Saturday.  At 11:07, dispatchers were notified that a Ford pickup had left Hartwood Resources at a high rate of speed followed by a citizen who recognized the vehicle as stolen. Deputies later located the vehicle on Glengary Loop Road and a pursuit ensued. A Winston police officer was able to successfully deflate the tires on the pickup using spike strips. The driver continued to drive with deflated tires through the intersection of Roberts Creek Road and Highway 99, running a red light. The pursuit ended at the north end of Carnes Road near the bike path when the driver crashed into the concrete barriers at the dead end.  The driver, identified as 54 year-old Timothy John Rourke of Roseburg, was observed to have a shotgun in his hands. Head-on Crash Kills One Person, Injures Five Others

Washington Co. Sheriff's Office  - 11/17/18 On Saturday, November 17, 2018, at 7:00 p.m., Washington County Sheriff’s Office deputies serving the City of Cornelius responded to a head-on crash at Tualatin Valley Highway and NW 341 Avenue. Deputies found a 2015 Dodge Challenger Hellcat had been driving west on Tualatin Valley Highway and crossed over the center median, where it hit a 2003 Honda Accord.  The high-speed crash left both vehicles heavily damaged and the Honda briefly caught fire. There were four people in the Honda and two people in the Dodge and all were taken to Portland hospitals with injuries.  Despite life-saving efforts at the scene, 25-year-old Al Hera Islam, who was a passenger in the Honda, died of her injuries at a local hospital.  Ms. Islam was from New Jersey and her family members there were notified of her death.  A 29-year-old man who was also a passenger in the Honda was hospitalized with life-threatening injuries.  The othe...

Portland Police Bureau  - 11/17/18  On Saturday, November 17, 2018, during protest events near Terry Schrunk Plaza and Chapman Square Park, six people were arrested. The General Services Administration, the federal agency responsible for Terry Schrunk Plaza, approved a permit for a group to use the plaza today. As part of the General Services Administration permit, the permit holder had the authority to determine who could and could not enter the park while the permit was in effect. In preparation for today's permit, the Federal Protection Service erected fencing around the perimeter of Terry Schrunk Plaza. There was also a demonstration in Chapman Square today. Prior to today's events, PPB closed a portion of Chapman Square under Portland City Code 20.12.190(B). The area closure was an attempt to use an existing tool to facilitate a peaceful event while minimizing the opportunity for groups to clash violently. Cottage Grove Man Pleads Guilty to Federal Drug Charges After Hash Oil Explosion

Scully, 35, of Cottage Grove, Oregon, pleaded guilty today to endangering human life and illegally possessing and manufacturing marijuana after a November 2017 butane honey oil (BHO) explosion in Cottage Grove. “Manufacturing hash oil is extremely dangerous and poses a grave risk of injury or death to producers and unknowing, innocent victims. Federal authorities will continue targeting BHO producers and the illicit distribution networks providing them with butane gas. Single vehicle fatal crash on Interstate 84 east of The Dalles - Wasco County

Oregon State Police  - 11/15/18  On Wednesday, November 14, 2018 at approximately 6:15 AM Oregon State Police and emergency personnel responded to the report of a single vehicle crash on Interstate 84 near milepost 89. Initial investigation revealed that a 2000 Dodge Ram PU, operated by Zachary Rivera (32) from Mulino, OR, was westbound on Interstate 84 when the vehicle hit the guardrail, crossed both lanes, and went down an embankment on the south side of Interstate 84.   Rivera was not wearing a seatbelt and was ejected from the vehicle.  He sustained fatal injuries and was pronounced deceased at the scene. Oregon State Police were assisted by Mid-Columbia Fire and Rescue and ODOT.

Two Work Crew Inmates Flee on Quad

Sheriff's Office  - 11/15/18 On November 14, 2018, a Corrections Deputy and four inmate workers were at the Deschutes County Sheriff’s Office Rescue Ranch, east of Bend.  The inmate workers were at the ranch to perform clean up and assist with the care and feeding of the rescue animals we have there. At approximately 11:25 am, the supervising Deputy lost sight of two of the inmates and began searching for them at the east end of the ranch.  The Deputy discovered the entrance gate onto the property had been forced open.  The two inmates had forced the gate open using the quad and left the property. As the Deputy began making notifications of the escape, Deschutes County 911 received a call of two males on a quad speeding and “doing cookies” in the area of Arnold Market Road and Rimfire Rd.  The description of the two subject and quad matched that of the two missing inmates.  As deputies and other law enforcement resources began searching ...

Beaverton Police Dept.  - 11/15/18  On November 8, 2018 at 2:56 a.m. Beaverton Police officers responded to 7-Eleven, located at 9510 SW 125th Ave, Beaverton, Oregon regarding an armed robbery.  The suspect held the store clerk at gun point and demanded the clerk put money and cigarettes in a black backpack the suspect brought with him.  The gun was described as a small black and silver handgun.  The suspect fled the store on foot headed toward SW Longhorn Lane.  A K9 track was conducted but the suspect was not located.  The suspect was described as a younger white male adult, approximately 5’5” tall with a smaller build.  The suspect was wearing black pants, black coat, black sunglasses, one black glove, a white bandana covering his face and black/white shoes.  It is probable the suspect smokes Newport 100 cigarettes because he demanded that specific type of cigarettes during the robbery.  Beaverton Police detectives are request...

Intoxicated driver loses control of Tesla, goes airborne through trees, crashes into pond off S. Dryland Road in Canby

Clackamas Co. Sheriff's Office  - 11/15/18  Please reference CCSO Case # 18-030413 At 3:20 p.m. on Friday, Nov. 9, a  Patrol  deputy was flagged down by a man in the 29000 block of S. Dryland Road, south of Heintz Road in Canby. The man was yelling that there was "a crash at the pond." The deputy drove another 50 yards north -- and saw a black car against a tree in the middle of a duck pond. There was debris everywhere, and the water was still rippling from the impact.  The deputy had missed the crash by seconds. Skid marks (93 feet of them, by later measurements) were visible on the roadway, from the top of the hill on the north side of the road leading across the road and off the roadway. A trail of broken trees led to the partially submerged vehicle. Authorities would later determine that the car had entered a slide, traveled into the oncoming lane and left the road, knocking over trees and going airborne for approximately 20 feet before coming to a sto...

Pedestrian struck on Hwy 99 - Jackson County

O regon State Police  - 11/15/18  On Wednesday November 14, 2018 at approximately 8:44 pm Oregon State Police Troopers and emergency personnel responded to the report of a vehicle striking a pedestrian on Hwy 99 milepost 4.5. Preliminary investigation revealed that a 2018 Ford F150 PU, operated by Jordan Abbasi (33) of Missouri City, Texas, was traveling northbound on Hwy 99 near milepost 4.5 when he hit a pedestrian in the roadway.  The pedestrian , identified as Bonnie Weyburn (52) from Vancouver, WA.  was transported to the hospital but later died from injuries sustained in the crash. Abbasi was not injured and is cooperating with the investigation. OSP was assisted by EMS, Jackson County Fire, and ODOT.

Oregon State Police is requesting assistance in 2017 missing person case - Josephine County

Oregon State Police  - 11/15/18  On November 22, 2017, Richard Hillmann attended a day before Thanksgiving gathering at a friend’s house on Pleasant Valley Road in Josephine County.  He left the party between 8 - 9 PM in his green 1997 Toyota SR5 pickup (OR License VWT 361) and has not been seen since. Hillmanns' residence is within 5 miles of the Pleasant Valley gathering. The Oregon State Police adopted the case in March of 2018 and has interviewed many witnesses, friends, and neighbors. Hillmann had few close associates and primarily stayed to himself. Investigators believe that Hillmann is the victim of foul play and the person(s) involved were known to Hillman. Oregon State Police investigators are asking for the public’s help in locating Hillman and/or his vehicle.
