Thursday Night Death Investigation Continues

Portland Police Bureau - 11/23/18 

The Portland Police Bureau continues to investigate an incident that started during the evening of Thursday, November 22, 2018, near Southwest 6th Avenue and Southwest Mill Street after multiple people called 9-1-1 to report a man yelling and running through the streets in the area.

The man was initially contacted by Portland State University Police Department Officers. Shortly after arriving on scene, Portland State University Police Department Officers requested assistance from Portland Police Bureau Central Precinct Officers who were also responding to the 9-1-1 calls, but had not yet arrived on scene.

Two officers assigned to the Portland Police Bureau's Central Precinct arrived and assisted Portland State University Police Department Officers in restraining the subject. Based on the subject's behavior, a Portland Police Bureau member requested emergency medical personnel respond to the location to transport the subject by ambulance to an area hospital for treatment of an unidentified medical condition. After arriving at the hospital, medical personnel determined the subject was deceased.

The deceased has been identified as 52-year-old Richard A. Barry. A member with the Oregon State Medical Examiner's Office began an autopsy investigation on Barry during the morning of Friday, November 23, 2018. The Oregon State Medical Examiner's Office's autopsy investigation continues and more information about the manner and cause of Barry's death will be provided at the conclusion of the autopsy investigation. At this time it is not known when the autopsy investigation may be completed.

Per Portland Police Bureau policy, the two Portland Police Bureau Officers directly involved in this incident will remain on paid administrative leave until the completion of the investigation and review by the Multnomah County District Attorney. The Portland Police Bureau Officers involved in this incident have been identified as Officer James DeAnda, a one-year veteran of the Bureau, and Officer Jared Abby, a one-year and 11 month veteran of the Bureau.

The Portland Police Bureau Detective Division's Homicide Detail responded to the scene and will continue the criminal investigation into this incident. Members with the Police Bureau Professional Standards' Internal Affairs Division and the City of Portland's Independent Police Review Board also responded to begin the administrative investigation into the incident as it relates to Portland Police Bureau members.

Information regarding the involved Portland State University Police Department Officers and Portland State University Police Department administrative investigation policies should be directed to the Portland State University Police Department.

"The Police Bureau will continue its investigations and will communicate additional information when appropriate to preserve the integrity of the investigation," said Chief Danielle Outlaw. "I have been in communication with Portland State University Police Department Chief Donnell Tanksley and we are committed to a thorough and transparent investigation."
